Behind the scenes, our specialists work every day to ensure these processes run smoothly and without unnecessary delays. It is not an easy task, because terms like AEO, Direct Representation, HS-codes and VGEM are second nature to us, but not to everyone. So let's have a closer look.

  • AEO - Authorised Economic Operator
    Berkman was among the first Dutch freight forwarders to earn an AEO certificate. This status officially recognises us as a reliable and compliant partner in customs operations - essentially a seal of approval for our expertise and integrity in the field.

  • Direct Representation

    When you work with a freight forwarder, you are engaging in what is known as Direct Representation. This means Berkman acts on your behalf as importer or exporter in all customs procedures. 

    You, as the importer or exporter, remain responsible for the customs and tax implications of those actions, which makes choosing a trustworthy forwarder absolutely essential.

  • HS-codes

    HS-codes, short for Harmonised System, classify products globally and form the backbone of international trade. They ensure shipments are processed efficiently and determine the customs duties (taxes) applied to goods entering or leaving the European Union.

    These codes also define what additional measures may apply, such as licences or certificates. While it is the importer or exporter's responsibility to provide the correct HS-codes, our experts can advise and support you to make sure everything aligns with regulations.

  • VGEM - Safety, health, economy, environment

    Perhaps the least familiar term in the customs world, VGEM still plays a vital role behind the scenes. It stands for Safety, Health, Economy and Environment - the areas checked by customs when goods cross borders.

    This includes compliance with rules related to public health and product safety, involving organisations such as the Dutch Food and Consument Product Safety Authority (NVWA). Examples include importing veterinary products (animal-based goods) or phytosanitary goods (plants, flowers, fruit and vegetables). The NVW handles veterinary checks, while the Plant Protection Service is responsible for phytosanitary inspections. 

A complex landscape

Customs authorities play a key role in both fiscal and VGEM controls, monitoring compliance across these areas. Meanwhile, importers and exporters are required to provide accurate and timely information.

With countless Dutch and EU regulations, and new requirements added every year, navigating this landscape can feel like venturing into a customs jungle.
